According to the CPSC notice, the identified hazard is: These are 2000 model bicycles with the following brands and models: Brand Model Raleigh M600, M800, M8000 Diamondback Zetec Comp, X-2 Univega DS950, Alpina 700 They have ballistic spiral stop disc brakes. "DIATECH" is written on the brake. Hazards: The disc brakes on these bicycles can stick and prevent the brake pads from returning to the proper position, when the brake lever is released. This can cause the rider to lose control and crash.
