Reported risk: THE GOVERNOR FLYWEIGHT SHIELD MAY BECOME LOOSE OR BREAK OFF FROM THE FLYWEIGHT CARRIER DUE TO AN INCORRECT SHIELD TO CARRIER FIT. THE LOOSE/BROKEN SHIELD MAY INTERFERE WITH THE OPERATION OF THE GOVERNOR LINKAGE. THIS INTERFERENCE WOULD NOT ALLOW THE ENGINE TO REDUCE IN SPEED WHEN THE ACCELERATOR CONTROL IS RELEASED. IF THIS CONDITION OCCURS, THE OPERATOR OF THE VEHICLE WILL NOT BE ABLE TO SHIFT INTO A GEAR SELECTION AFTER DECLUTCHING AND SHIFTING INTO NEUTRAL. ALSO, UNEXPECTED LOSS OF ENGINE CONTROL MAY RESULT IN A VEHICLE CRASH WHEN THE VEHICLE IS IN ARE ARE WHERE MOVEMENT IS RESTRICTED.
