Safrole is a natural chemical found in sassafras oil, camphor, and other plant essences. It has a spicy, sweet scent and was once used in cosmetics and oral care products. However, the European Union regulates safrole strictly because it is classified as a possible human carcinogen by the International Agency for Research on Cancer (IARC). Under EU Cosmetic Regulation (EC) No 1223/2009, safrole is banned as an added ingredient in cosmetics. The only exception is when it occurs naturally in essential oils used as fragrances, and even then, the concentration must be very low: no more than 100 parts per million (ppm) in finished cosmetic products, and no more than 50 ppm in dental or oral hygiene products. Additionally, safrole is not allowed at all in toothpastes made for children.
